ABOUT THE XXIV INTERNATIONAL FESTIVAL OF STUDENT FILMS AND CREATIVE PHOTOGRAPHY "GOLDEN FIVE"

1. GENERAL PROVISIONS

The International Festival of Student Cinema and Creative Photography "Golden Five" (hereinafter referred to as the Festival) is an annual competition for creative youth projects in the field of visual and audiovisual arts.

1.1 FOUNDER

The Founder of the Festival is the Federal State Budgetary Educational Institution of Higher Education "Moscow State Institute of Culture."

1.2 LOCATION AND DATES OF THE FESTIVAL

The 24th International Festival of Student Films and Creative Photography will take place from April 16 to April 17, 2024, at the Moscow State Institute of Culture, located at 9 Bibliotekhnaya Street, Khimki, Russia.

1.3 OBJECTIVES OF THE FESTIVAL

To create a comprehensive presentation platform for the exchange of experiences, improvement of the quality of works, and development in the field of cinematography and creative photography.

1.4 FESTIVAL'S TASKS

• Increase young people's interest in creating visual and audiovisual products.
• Provide support to talented students in the field of culture and the arts.
• Formulate an innovative educational module based on convergent integrative education in the fields of cinematography and creative photography.
• Consolidate professional and amateur industry associations around the Festival to establish strategic partnerships with educational institutions in Russia and neighboring countries.
• Promote a civic stance among the target audience.

The Festival's concept is based on the social nature of filmmaking, the humanitarian capital, and the public benefit of cinematography and artistic photography.

2. FESTIVAL PROGRAM.

Within the framework of the "Golden Five" festival, the following activities are held:

• Competitive program in the main categories.
• Competitive program in additional categories.
• Masterclasses by leading experts in the film and photo industry.
• Scientific conference.
• Cultural and entertainment program.

2.1 MAIN CATEGORIES OF THE COMPETITIVE PROGRAM

1. Narrative short film.
2. Non-narrative short film.
3. Animated short film.
4. Artistic color photography.
5. Artistic black and white photography.

2.2 ADDITIONAL CATEGORIES OF THE COMPETITIVE PROGRAM

1. Student-made narrative film.
2. Student-made non-narrative film.
3. Student-made photography.
4. Student-made animated film.
5. #Non-students_photo - a photo competition for individuals who are not students.
6. #Non-students_films - a competition of narrative films for individuals who are not students.
7. "Self-Portrait" - a photo competition with a specified theme.

2.3 JURY SPECIAL NOMINATIONS

At the discretion of the festival's jury, the organizing committee may add special awards (see section 4.4 for more details).

The jury may choose not to award special nominations or award them selectively.

3. PARTICIPATION CONDITIONS IN THE FESTIVAL

3.1 RIGHTS AND OBLIGATIONS OF PARTICIPANTS

Participants have the right to:

• Attend all events held as part of the festival free of charge.
• Receive timely information support and quick resolution of issues related to participation in the Festival.
• Participants who have made it to the shortlist of the photo competition have the right to independently exhibit their works in the general exhibition. To do this, you must submit an application to the Festival Directorate (no later than two weeks before the Festival opens).
• Withdraw their creative work from participation in the Festival. To do so, send an email to info@5fest.ru with the subject "Withdrawal of Work from Participation" and state the reasons.
• Submit an unlimited number of works in each category.

Participants are obligated to:

• Provide the Festival Directorate with complete and accurate information about their creative projects.
• Adhere to deadlines for submitting documentation and audiovisual production.
• Comply with copyright and related rights laws. In case of a violation, all responsibility, according to Russian legislation, lies solely with the representative of the film (rights holder).
For such violations, the Organizing Committee may deprive the participant of the right to participate in the festival.

3.2 APPLICATION FOR THE COMPETITION
3.2.1 APPLICATION

Participants of the festival can be:

• Students or teams of students from universities and secondary specialized educational institutions.
• Graduates of universities and secondary specialized educational institutions who have submitted their graduation creative works.
• Students from secondary and additional educational institutions, in the children's categories - children under the age of 17.
• In the categories " #Non-students_photo" and " #Non-students_films," individuals aged 17 to 35 who are not students of universities and secondary specialized educational institutions can participate.
• In the "Self-Portrait" category, only students from universities and secondary specialized educational institutions aged 17 to 35 can participate.

To participate in the competition program, you must submit a complete application package no later than March 4, 2024. Applications submitted after the specified deadlines will not be considered.
Applications should be submitted electronically on the official website http://www.5fest.ru before 00:01 on March 4, 2024.

Entries are accepted for works created no earlier than January 1, 2023. The organizing committee has the right to reject works created before the specified deadline.

For the following categories: narrative short film, non-narrative short film, animated short film, student-made narrative film, student-made non-narrative film, student-made animated film, "#Non-students_films":

• An electronic application.
• File name format - LastnameFirstInitial_title.
• Film poster (not exceeding 15 MB).
• Link to the viewable copy of the film in the Yandex.Disk or Mail.ru Cloud.
• Access password if applicable.

The duration of the films should not exceed 40 minutes.

For the category: artistic photography, children's photography, "Self-Portraits," "#Non-students_photo":

• An electronic application.
• File name format - LastnameFirstInitial_title.
• Link to the creative work in the Yandex.Disk or Mail.ru Cloud.
• Access password if applicable.

3.2.2 VIEWABLE COPY

As part of the application package, participants must submit a viewable copy that meets the technical requirements:

- Video quality: at least 1080p.
- Image format: 1.33:1 (4:3), 1.85:1 (Flat), 1.78:1 (16:9), 2.35:1.
- Sound recording format: Mono, Stereo.
- Availability of English subtitles.

The viewable version of the film must be published on the "Yandex.Disk" or Mail.ru Cloud to avoid issues with video playback.

In the absence of the necessary requirements, the Festival Organizing Committee reserves the right to reject the application without explanation.

3.2.3 MASTER COPY

To participate in the main stage of the festival's competition program, creative projects that meet the technical requirements are accepted:

- Compression type: H264.
- Image format: 1.33:1 (4:3), 1.85:1 (Flat), 1.78:1 (16:9), 2.35:1.
- Sound recording format: Mono, Stereo, Dolby Digital, DD 5.1, DTS.
- File format: any except *.wmv and *.mov.

Copies of films selected for the festival's competition program should not contain any advertising materials attached to the film. In case of their presence, the Festival Organizing Committee reserves the right not to show the film and may request another copy.

Master copies of films should be provided upon request by the Festival Organizing Committee by sharing a link to a cloud file storage service.

3.3 GENERAL REQUIREMENTS FOR COMPETITION ENTRIES

The audiovisual product should not contain:
• Smoking or alcohol consumption scenes without a disclaimer at the beginning of the film.
• Profanity.
• Flaws in the image or sound.
• Advertising materials.
• Timecode.
• Materials that violate someone's intellectual property.
• Propagation of hatred or enmity against individuals of a different race, gender, national origin, linguistic group, or religious beliefs, as well as their humiliation.
• Propagation of the use of specific narcotics or psychotropic substances.
• Justification and support for terrorism.
• War propaganda, incitement of national, racial, or religious hatred and enmity.

In case of violation of these provisions, the Festival Organizing Committee has the right not to consider the creative work or remove it from the competition.

3.4 EVALUATION CRITERIA FOR COMPETITIVE WORKS

Evaluation criteria for narrative films:

- Originality of the script idea, character development, and plot elements.
- Realization of the author's concept and the cohesiveness of the work's perception.
- Correspondence of the film's expressive means to the author's concept.
- Authenticity in portraying characters and emotional impact.
- Originality and justification of the use of technical resources and special effects.

Evaluation criteria for non-narrative films:

- Originality of the idea and plot elements.
- Realization of the author's concept and the cohesiveness of the work's perception.
- Correspondence of the film's expressive means to the author's concept.
- Historical accuracy and absence/presence of factual errors.
- Originality and justification of the use of technical resources and special effects.

Evaluation criteria for photographs:

- Originality of the idea and artistic expressiveness.
- Technique and quality of execution.
- Composition of the frame and cohesiveness of the photograph's perception.
- Accessibility of the artistic image.
- Compliance of the photograph with the declared theme (for the "Self-Portrait" category).

3.4.1 EVALUATION PROCEDURE FOR THE "SELF-PORTRAITS" CATEGORY

The additional category "Self-Portraits" is evaluated separately from the "Artistic Photography" category. In this category, you need to convey your vision of the declared theme, showing your understanding of self-portraiture in your work. Works can be created in any genre. The use of graphic editors is allowed.

Note: Works created solely with the help of graphic editors are not eligible for the competition.

Works that do not correspond to the theme may not be admitted to the competition at the discretion of the expert council.

3.4.2 EVALUATION PROCEDURE FOR THE "#NON-STUDENTS_PHOTO" AND "#NON-STUDENTS_FILMS" CATEGORIES

The "#Non-Students_Photo" and "#Non-Students_Films" categories are evaluated separately from the works of students. The distinction between these categories and the main ones is that they are intended for individuals who are not students.

3.5.1 LONG-LIST

After the submission of applications is completed, the competitive works are evaluated by the Selection Committee. After the competition stage is over, a Long-list is formed, which includes 25-50 creative projects for each category.

The results of the competition stage are published on the official website http://www.5fest.ru in the "Long-List" section and in the official VKontakte group https://vk.com/gffest no later than 8:00 PM on March 25, 2024.

3.5.2 SHORT-LIST

After the publication of the Long-list, the competitive works listed in this category are reviewed by the Expert Council. After the competition stage is over, a Short-list is formed, which includes 10-15 creative projects for each category.

The results of the competition stage are published on the official website http://www.5fest.ru in the "Short-List" section and in the official VKontakte group https://vk.com/gffest no later than 8:00 PM on April 15, 2024.

3.6 MAIN STAGE OF THE COMPETITION PROGRAM
If a decision is made to include a creative work in the Festival's competition program by publishing information on the official website http://www.5fest.ru in the "Short-List" section and receiving an official invitation for attendance, participants must provide the Festival Organizing Committee with complete information about the creative project within the deadlines set by the Festival Organizing Committee and indicated in the invitation letter.

You can participate in the in-person stage of the festival regardless of whether you are a Contestant/Nominee or not.

The Festival Directorate reserves the right to introduce new categories for the purpose of developing the festival movement but no more than three.

In the event that a category does not receive a sufficient number of entries (less than 15) to create competition among them, the Festival Directorate reserves the right to cancel the competition in that category and remove it from the festival's competition program.

5. JURY
5.1 SELECTION COMMITTEE

The Selection Committee consists of senior students of the Department of Television, Cinema, and Photography (i.e., the Festival's Organizing Committee, see item 8), faculty members of the Moscow State Institute of Culture, and Russian and foreign cinematographers. The Long-List is formed based on the results of the selection.

5.2 EXPERT COUNCIL

The Expert Council includes invited leading figures in the film and photography industry. The Short-List is formed based on the results.

5.3 MAIN JURY

The Main Jury includes renowned cultural figures, popular film directors, cinematographers, actors, film critics, art historians, and photographers. The Jury Chairman will be announced no later than 5 months before the in-person stage of the festival, and the main composition of the jury will be announced no later than 1 month before the in-person stage of the festival.

6. VISA ARRANGEMENTS
The Festival Organizing Committee assists foreign participants in obtaining the necessary documents, including an invitation to Russia. The participant is responsible for paying the consular fee. To obtain a Russian visa in a timely manner, participants must write to the email address nastya.yakimosikkk@icloud.com and provide a scanned copy of the first page of the participant's international passport no later than March 4, 2024, with information about the participant's place of residence and the city where the visa was obtained. The Festival Organizing Committee does not guarantee the approval of visas and does not cover the expenses for obtaining them.

7. LEGAL ISSUES AND INTELLECTUAL PROPERTY

Submitting an application to participate in the festival implies the participant's full agreement with this regulation.

By submitting an application to the Festival Organizing Committee, the participant thereby consents to the processing of their personal data in accordance with Federal Law No. 152-FZ of July 27, 2006, "On Personal Data." The Festival Organizing Committee processes the participant's personal data and acts as the Operator. The Festival operates solely for organizational reasons.

Submitting an application to participate in the festival implies the conclusion of a license agreement between the participant and the Festival organizer. According to this agreement, the Festival participant (licensor) gratuitously grants the Festival organizer (licensee) the right to use visual and audiovisual works, namely, a film submitted for participation in the competition program and a photograph presented for participation in the competition program, by the following means:

• Reproduction of the film for the purpose of the Festival.
• Distribution of the film for the purpose of the Festival.
• Distribution of the photograph for the purpose of the Festival.
• Public screening of the film for the purpose of the Festival.
• Public screening of the photograph for the purpose of the Festival.
• Use of the film's trailer, frames, slides, and other film fragments, with a duration of no more than 3 minutes, for publication in the media and on the Internet for the purpose of the Festival.

The right to use the film and photograph in the specified ways is granted under simple (non-exclusive) license terms for the period of the Festival and within the territory of the Russian Federation, as well as on the Internet.

The Festival organizer is entitled to issue sublicenses to third parties without obtaining additional written approval from the Festival participant, provided that the provisions of this regulation are followed.

The use of films and photographs is only permitted for the purpose of the Festival.

Submitting an application to participate in the festival confirms that the Festival participant is the copyright holder of the film or has all necessary permissions from the copyright holders of the film and photographs participating in the Festival program to use them within the framework of the Festival. The Festival participant guarantees that in the event of any claims from third parties regarding any intellectual property rights, they will independently and at their own expense resolve such claims.

8. ORGANIZING COMMITTEE

The composition of the Organizing Committee is regulated by this Regulation. The preparation and conduct of the Festival of student films and creative photography "Golden Five" is carried out by the Organizing Committee of the Moscow State Institute of Culture (MGIC). It includes the heads of the structural unit of MGIC, the MAIS faculty, heads of film art and photo art departments, representatives of the Festival's partner community, and students of relevant departments.

The Organizing Committee of the Festival includes:

• Chairman of the Organizing Committee - Vice-Rector for Creative Activities of MGIC;
• Co-Chairman - Head of the Department of Tele-, Film- and Photo Arts;
• Executive Director - Professor of the Department of Tele-, Film- and Photo Arts, S.A. Belskaya.

8.1 DIRECTORATE OF THE FESTIVAL
The Directorate of the Festival is formed by the Organizing Committee and is approved by the Rector's Order of the Institute. The Festival Directorate is the conceptual developer of the festival project and serves as the executive structure of the Organizing Committee of the Festival of student films and creative photography "Golden Five."

The composition of the Festival Directorate includes:

• Chairman: Head of the Department of Tele-, Film- and Photo Arts;
• Chairman of the Student Organizing Committee;
• Executive Director.

Executive Directorate: Responsible for directions, professors of the Department of Tele-, Film- and Photo Arts of MGIC.

8.2 STUDENT ORGANIZING COMMITTEE OF THE FESTIVAL

The Student Organizing Committee of the Festival is an executive structure. The Festival is based on the principles of student self-government and student initiative. The authority for conducting the festival is delegated to students of the Department of Tele-, Film- and Photo Arts of the Faculty of Media Communications and Audiovisual Arts of MGIC.

The structure of the student organizational group of the Festival:

• Festival Director;
• Deputy Festival Director;
• Head of the PR Department;
• Deputy Head of the PR Department;
• Art Director;
• Head of the Participant Relations Department;
• Head of the Press Service;
• Head of the Sponsors and Partners Department;
• Head of the Speakers Department;
• Show Program Director.

The composition of the student organizational committee is updated annually.
